The Foundation was formed as a result of the vision of Joseph C. McKinney, the 19th District Representative of the 3rd District of the Omega Psi Phi Fraternity, Inc. The final formalization of the Foundation came under the administration of Gary C. Clark, the 20th 3rd District Representative of the Omega Psi Phi Fraternity, Inc.
The “Third District Scholarship, Talent Hunt and Social Action Foundation , Inc. is a Commonwealth of Virginia Corporation established on December 5, 1995. At that time the Internal Revenue Service determined that the Corporation was exempt from federal income tax under section 501(a) of the Internal Revenue Code as an organization described in section 501(c)(3). They further determined that the corporation is not a private foundation within the meaning of Section 509(a) of the code because the Corporation is described in sections 509(a)(1) and 170(b)(i) (A)(11)
The purpose the Corporation is exclusively for educational, civic, literary, scientific, prevention of cruelty to children or animals, and similar non-profitable purposes as contemplated by Section 501 (3) of the Internal Revenue Code of 1954. The Articles of Incorporation of the Foundation allows the Corporation to solicit and receive funds and property by gift, transfer, devise or bequest, and may administer and apply such funds and property only in the furtherance of the purposes set out in the above paragraph.
